Engagement & experience

AZ-RI Consultants is retained by public agencies, nonprofit organizations, and mission-driven developers to provide environmental due diligence and HUD Environmental Review support across a wide range of project types and funding programs.

The examples below describe the types of engagements we support and the roles we play, rather than individual project or site details.

Our engagements often involve ongoing program support, portfolio-based environmental reviews, and advisory roles embedded within client workflows. This approach allows us to provide consistent judgment, defensible documentation, and continuity across multiple projects and funding cycles—without the inefficiencies or disclosure risks associated with project-by-project presentation.

Featured Engagement: Nonprofit & Community Development

AZ-RI Consultants is retained by Sussex County Habitat for Humanity to provide comprehensive environmental compliance and HUD Environmental Review support for federally funded housing programs.

Under a multi-year professional services agreement, AZ-RI supports projects funded through HUD and related federal programs, including Community Project Funding (CPF) and the Self-Help Homeownership Opportunity Program (SHOP). Services include preparation of Environmental Review Records (ERRs), site-specific environmental evaluations, regulatory coordination, and technical guidance throughout the environmental review process.

Our role encompasses Tier 1 and Tier 2 environmental reviews, agency consultation and coordination, public notice and comment support, and development of mitigation recommendations where required to ensure compliance with NEPA and HUD environmental regulations (24 CFR Part 58). AZ-RI also provides ongoing advisory support to align environmental determinations with funding requirements, project schedules, and public accountability obligations.

This engagement reflects AZ-RI’s team-oriented, intentionally small practice model—providing direct access to experienced environmental professionals while drawing on a trusted technical network to support compliance across multiple projects over time

Engagements like this illustrate how AZ-RI supports clients operating within complex regulatory and funding environments—where consistency, judgment, and discretion matter as much as technical compliance. Our experience across public and nonprofit programs allows us to integrate environmental review requirements into broader project and program workflows, supporting responsible outcomes without unnecessary exposure or delay.
